Facilities Built for the Long Term

Output 1.1 finances the construction of new facilities and renovation of existing ones to meet Lao PDR's national health facility standards (Level 1–3), incorporating seismic safety, flood resilience, and energy efficiency requirements.

Each sub-project undergoes rigorous environmental screening before works begin, with ongoing environmental monitoring throughout construction managed by the District Health Teams.

Environmental Compliance at Every Step

All BAHP civil works are subject to ADB's Safeguard Policy Statement (2009) and Government of Lao PDR environmental regulations. No construction begins until environmental clearance is confirmed.

Initial Environmental Examination (IEE)

An IEE is conducted for Category B sub-projects β€” facilities with limited and reversible environmental impacts. The IEE identifies potential risks during construction and operation, and prescribes mitigation measures incorporated into the Environmental Management Plan.

  • Covers noise, dust, waste, water, and community disruption during construction
  • Reviews site selection to avoid sensitive ecosystems, flood plains, or protected areas
  • Public consultation with affected communities required before approval

Feature of Interest

Environmental Impact Assessment (EIA)

For Category A sub-projects with potentially significant environmental impacts β€” primarily the two large district hospital constructions in Phongsali and Attapeu β€” a full EIA is required. The EIA is a comprehensive study covering baseline environmental conditions, impact prediction, and a detailed Environmental Management Plan.

  • Baseline studies: air quality, water quality, biodiversity, and noise surveys
  • Quantitative impact modelling for construction and operational phases
  • Public disclosure and two rounds of stakeholder consultations
  • Independent EIA review by the Ministry of Natural Resources and Environment (MONRE)

Environmental Monitoring During Construction
Each DHT submits monthly environmental compliance reports to the PMU. A semi-annual environmental monitoring report is prepared by the PMU and submitted to ADB. Any non-compliance triggers a corrective action plan within 14 days. All reports are published on this website and the ADB project page.
